Council names mayor environmental certifying officer for CDBG grant, authorizes related signatures

The Kimball City Council adopted Resolution 2026-03 on Feb. 2 to designate William (Bill) Gough as the City’s environmental certifying officer for documents related to a Community Development Block Grant (CDBG) administered by the State of South Dakota on behalf of HUD. The resolution text, as recorded in the minutes, states the designation is required for signing required environmental documents for the grant.
Council motions also authorized Mayor Gough to sign the CDBG environmental documents and approved the mayor signing the U.S. Department of Agriculture Rural Development Certification Form 1940-Q. Both authorizations were recorded as carried unanimously. The resolution was dated Feb. 2, 2026 and published Feb. 11, 2026 in the city’s record of proceedings.
The designations enable the city to complete and submit environmental certifications required for grant compliance; further submission of documents is an administrative step required by the grant program and does not itself commit funds beyond those already approved.
