Parowan adopts $7,284 water impact fee after split council debate

Anderson cautioned that setting the fee below the calculated maximum would create a revenue shortfall that existing ratepayers would need to cover.
Councilmember David Burton moved to adopt the study-recommended fee of $7,284 per ERC, with the ordinance effective 90 days after enactment. The motion passed 3–2 (Burton and Lyle Barton and Rochell Topham Aye; John Dean and David Harris Nay). Supporters argued the higher fee preserves funding for future water supply needs in drought conditions; opponents raised affordability concerns and urged a lower fee to avoid pricing out younger families.
