Parowan planning commission tables rezoning request for 825 West 100 South after public hearing

The Parowan Planning and Zoning Commission on Feb. 4 opened a public hearing on a proposed zone change for the parcel at 825 West 100 South (ownership: PCP Trust) and then tabled the matter for a later meeting after staff advised the applicant had not indicated whether they would subdivide the parcel or rezone it in full.
Planning staff explained that R-3 zoning would allow single-family lots as small as 6,000 square feet while the A-1/R-1A designation generally corresponds to about 10,000 square-foot lots. "R 3 will, allow for 6,000 square foot lots for single family homes," Planning staff (Speaker 6) said during the map presentation. Staff recommended waiting for the applicant to state whether they will rezone the whole parcel or pursue a minor-lot subdivision so the commission would not create split zoning on a single legal parcel.
Developer/representative (Speaker 4) told the commission the landowner, Polly Pierce, "wanted to keep the orchard" in a narrow strip while allowing residential development on the remainder. Several commissioners said they were uncomfortable approving two different zones on one parcel without a subdivision; one commissioner moved to table the item until the applicant provides direction and the motion carried by voice vote.
The tabled item is Parcel A-0026-0027-0000; the commission voted to consider the matter at a future meeting or when the developer notifies the city of the applicant's chosen approach. The chair also noted that subdivision approval, when filed, would be reviewed administratively for consistency with city code and density requirements.
