Parowan council grants FBO a first-option for future airport hangar lease

Council approved an option-to-lease that gives the airport’s fixed-base operator (FBO) a first opportunity to negotiate a ground lease for hangar development; staff said the option protects prior design investments.
City staff (Dan Jessen) told council the FBO has partnered with a designer (Kurt Goodfellow) and has invested in hangar design work; the proposed option-to-lease would give that partner a first opportunity to negotiate a ground lease with the city, with the option expiring if no forward motion occurs within about 3–3.5 years. "This agreement just says that we're not going to have somebody else jump in there... we will at least have to give them a first option to negotiate," Dan said.
Council moved, seconded and approved the option-to-lease after brief member discussion. Staff said the arrangement preserves the city's flexibility while recognizing the FBO’s investment and helps move airport development forward without immediately committing to a long-term lease.
