Residents tell Parowan council: 'We do not want townhomes' near Mountain Valley

Shelly Roy, identified herself as a Parowan resident of 57 years, urged the council to block townhome development near Mountain Valley and Sky Ranch subdivisions, saying the proposal would take irreplaceable agricultural land and funnel traffic onto a single, poorly maintained road. "We do not want townhomes," she said, adding that prior developers had been granted exceptions on road and infrastructure requirements.
Her husband, Tim Roy, expanded on notice and road-safety concerns, arguing the city’s 300-foot notice radius had failed to reach many affected homeowners and warning the city could face legal challenges. "We have 100 homes in there…that's 200 cars additionally," he said, describing a scenario in which a dirt road serving as a secondary exit would be unsuitable for modern traffic and emergency access. The council acknowledged the comments; no formal action on the planning item occurred because the public hearing was previously re-noticed by Planning Commission.
