Staff reported a hanging/dormant utility line in an Urban Renewal parking area that has affected a local Taco Bell franchisee and other users. City staff contacted a utility supervisor and opened a ticket, but progress has been slow. A staff member told the committee, “These guys do not move quickly,” and said the line appears to be dead and not serving active customers.
Staff proposed either continued pressure on the utility to remove the line or, if the line remains unchanged, cutting the dead line to remove the hazard and restore access for the business. Staff also proposed short-term measures to reroute dumpster access to reduce impacts on the franchisee and to ameliorate immediate operational issues while the utility resolves the ticket.
