Staff outlines ODOT transfer of Highway 99 segment, seeks TGM grant for streetscape plan

Staff updated the committee on plans to accept jurisdiction of a portion of Highway 99 from ODOT and on efforts to apply for a Transportation Growth Management grant to create a streetscape master plan.
A staff member said, “I think sometime in September is our goal,” for the transfer and explained the need to ensure access to ODOT’s warranty bond or use an intergovernmental agreement to preserve repair obligations. Staff added that a roughly $2,000,000 assessment previously owed to ODOT for an interchange had been eliminated as part of transfer negotiations, reducing one financial barrier to taking jurisdiction.
Members discussed traffic counts, ODOT speed-study practices, and the timeline for a year of traffic data that ODOT typically requests before speed and design changes. Staff said they plan a multi-step outreach process and will return with a grant application and timeline for design and public input.
