Chair Fira summarized conversations with Ethos and reported that Ethos and other local users appreciate access: “They appreciate the Urban Renewal allowing them to use it just like Urban Renewal is allowing the foodery to use that parking lot,” she said. Several members recommended keeping the current arrangement while documenting rights and responsibilities. One member warned about fire and safety and urged clear boundaries or barriers so vehicles don’t park in risky areas.
Staff recommended creating a simple, no-charge or nominal lease with defined boundaries, maintenance expectations, and language limiting uses (for example, prohibiting for‑sale trailer displays). Members suggested using existing lease templates (a $1-per-year or no-charge model used for other community groups) and adding a clause for event overflow coordination. Staff will consult public works on barrier options and prepare a draft agreement for the committee to review.
