Judicial Council approves $4.6 million allocation from CIP savings to cover interpreter shortfalls

Budget staff told the council that rising contractor costs drove recent CIP shortfalls and that courts relied increasingly on contractors as vacancies persisted. The council approved three recommendations: a $4.6 million allocation from CIP fund balance for courts that exceeded FY 23–24 allocations; use of remaining fund balance to address mid‑year shortfalls in FY 24–25 and FY 25–26 as available; and development of a funding request for additional CIP resources starting in FY 26–27.
"The major driver of recent cost increases is increased costs for interpreter contractors," the presenter said, noting contract interpreter expenditures grew by $8.3 million, or 32.7%, compared with FY 2021–22. The motion to approve the allocations passed on a council voice vote.
