The Judicial Council voted to approve funding requests under the funds-held-on-behalf (FHOB) program, allowing trial courts to reserve amounts above the statutory 3% cap for capital and multi-year projects. Judge Jonathan Conklin summarized the program and said $103 million has been approved in previously authorized projects, and that this cycle included 47 new requests totaling $17.1 million and 19 amended requests totaling $26.9 million. Presiding Judge Maria Hernandez and Ventura COO Kate Beaker described examples such as fire-life-and-safety upgrades, technology modernization and hybrid-appearance equipment. The council moved and approved the combined requests during public meeting.
Presenters described FHOB as essential for multi-year capital needs (case management systems, courtroom technology, and facility maintenance) and said the process includes public vetting by the fiscal planning subcommittee and monthly reimbursement when courts expend funds on approved projects.
