Lisa Kuneman of the Windham Windsor Housing Trust presented a proposed mural for the north side of the Trust's residential development on Alice Holway Drive, saying the design honors late Carol Brown's floral textile art and arguing that "the mural is a work of art and not a sign." Town Manager Karen Astley told the board the 1997 sign ordinance is ambiguous on such works and placed the ordinance on a review list.
After brief discussion the Selectboard concluded the mural exceeded size limits and must be treated as a sign under the current ordinance. The board directed staff to include the sign ordinance on the list of ordinances needing review. Planning Commission Chair Sue Coakley clarified Landmark College's physical connections to the village and noted the pedestrian walkway and existing water and sewer service to the school when asked about the school's relationship to nearby developments.
The decision is procedural: it determines how the mural is regulated under the existing ordinance and triggers a staff review of the town's sign rules.
