On Jan. 28 the River Ridge Board ratified MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase I and Phase II Stormwater Management Projects in the amount of $150,786.09. The motion, made by Kurt Blumenthal and seconded by Keith Merrill, passed "with all in favor," according to the minutes.
Vice Chair Terry Mountford strongly criticized the approval process, saying the CDD was already "$300,000+ over budget for this type of project" and called approving an additional $150,786.09 without scheduling a Special Meeting "not being fiscally responsible." Mr. Blumenthal responded that the apparent overrun was a timing issue: several Seaside and Master projects carried over into Fiscal Year 2025, so loan funds for the stormwater management project were carried forward. The Board directed District Counsel Tony Pires to draft ground rules for approving similar in-field change orders and to recommend contingency thresholds and meeting-notice requirements going forward.
