Board approves $3,098 'zombie box' instead of $10,755 aerator relocation; vote splits 3–2

At the Nov. 19 meeting, River Ridge staff presented Premier Lakes’ one-time work order and a revised Bentley Electric proposal to relocate a 240‑volt aerator in Lake E1‑C. The Bentley proposal would add 125 feet of electrical work and cost $10,755 for relocation.
Operations Manager Shane Willis outlined the options and budget considerations. Board members discussed installing a 'zombie box' as a lower-cost interim measure at the existing location and revisiting the relocation during Fiscal Year 2026 budget discussions. On a motion by Chair Bob Schultz, seconded by Robert Twombly, the board approved installing a zombie box in the amount of $3,098. The motion passed 3–2; Schultz, Twombly and Merrill voted yes while Mountford and Blumenthal voted no.
The decision preserves the option to later approve the $10,755 relocation but authorizes the lower-cost installation now to address aeration needs.
