County planning staff presented a proposed annexation and rezoning by the City of Holly Springs for 301 Lower Union Hill Road that would create 92 townhomes and about 60,000 square feet of commercial and medical space. Staff said the parcel is outside the county's growth-boundary agreement with Holly Springs and described the proposal as inconsistent with the county's comprehensive plan and Hickory Flat area plan; staff recommended additional analysis including a traffic study and noted infrastructure and fire-access questions.
Several commissioners reacted strongly to the proposal's location outside the growth boundary. One commissioner warned that the growth-boundary agreement was a mutual commitment and urged Holly Springs to "keep your word." Staff flagged the state land dispute resolution (DCA) process as an available mechanism to object to the annexation and noted that an objection would need board action; staff said a vote would be required that evening if the board intended to file an objection.
No formal objection vote was recorded during the work session. Commissioners requested additional information and indicated they would discuss whether to pursue a DCA objection before the annexation proceeds through the city's planning process.
