The Lead City Commission on June 15 approved $72,917 to fund the Handley Center for the remainder of 2026 after a split discussion among commissioners and public questions about confidential records and finances.
Commissioner Dory Hanson moved to approve the Handley Center request, a motion that was recorded as carried. During discussion resident Darla Auld asked for assurance that “private documents remain confidential” and sought clarification on several items. Mayor Dustin Heupel responded, “no records would be taken from the Handley Center,” and said he remained uncertain “what would change within the next six months to make the city comfortable with taking over the facility.” Commissioner Roger Thomas said the center had been aware its funding would end and had not sought alternative sources.
Commissioner Hanson later moved to amend her motion to table the request until current financial statements and a revised funding request were submitted; Commissioner Robert Carr seconded the amendment. Those voting Aye were Commissioners Hanson and Carr; those voting Nay were Mayor Heupel and Commissioners Thomas and Rohrer, and the amendment to table failed, leaving the original approval in place.
The commission did not direct immediate changes to record custody or take additional action beyond approval; final accounting and any follow-up reporting were discussed as outstanding items for future clarification.
