Council adopts East Lewis transportation network analysis as long-range blueprint

The Lewiston City Council approved Resolution 2026-39 to adopt the East Lewis Transportation Network Analysis as the official long-range transportation blueprint for the study area between Thane Road and 21st Street and Lindsey Creek to Powers Avenue. City engineer Luke Antonich said the study produced surveyable alignments developers and surveyors can use to preserve right-of-way during development and reduce future retrofit costs.
Antonich described the public engagement process (open house, steering committee, public-works advisory commission) and noted the plan’s purpose is to reserve right-of-way where future growth will require added capacity. He said the plan’s alignments are surveyable so developers can incorporate them into project designs. Councilors asked about future speed limits and arterial classification on Nez Perce Drive; Antonich said the plan recommends 35 mph for arterials and collectors in the area but that final limits will be evaluated at design time.
Council voted to adopt the analysis and its recommendations; staff said the plan will inform future planning documents and project-level designs.
