Council approves up-to-$200,000 agreement to accelerate 18th Street connection to Lindsay Creek Road

The Lewiston City Council voted to approve a road development agreement with RPL Development LLC that will reimburse the developer up to $200,000 upon completion for constructing and improving the 18th Street connection to Lindsay Creek Road. Public works director Dustin Johnson explained the work will turn a private fire-access route into a public right-of-way with pavement, stormwater work and a shared-use trail where feasible.
Johnson said the developer’s PUD currently delays full public construction until they reach a build trigger of 300 homes; RPL proposed accelerating the road now to remove a corridor pinch point and open additional development opportunities. “We will reimburse the developer upon completion of the road improvements; the city’s contribution will come from arterial reconstruction reserves,” Johnson said. City attorney Jennifer Tangano confirmed the agreement allows limited extensions but sets an 18-month target schedule contingent on construction realities.
Councilors emphasized emergency access and capacity limits given topography; fire and public-works staff said the improved road would meet required emergency-vehicle standards. The council recorded unanimous support and approved the agreement; staff will return with reimbursement documentation and a budget amendment request when the work is complete.
