Historic Resources Commission asks city commission to authorize Chapter 22 subcommittee to draft code clarifications

Staff recommended the Historic Resources Commission forward a request to the City Commission to authorize an ad hoc subcommittee to draft and review proposed text amendments to Chapter 22 (Conservation of Historic Resources) aimed at clarifying definitions, fixing inconsistencies and streamlining process steps. Staff said it had already solicited community interest and proposed a subcommittee membership that included two HRC members, two Lawrence Preservation Alliance representatives, a Lawrence Association of Neighborhoods representative and two at‑large members; commissioners expanded that to three at‑large members and added Samuel Carter (speaker 9) as discussed during the meeting.
Commissioners discussed membership, schedule and public involvement; staff said the subcommittee would follow a proposed calendar and aimed to complete draft amendments by September 2026 for an October HRC agenda and would submit a formal request to the City Commission for consideration in July. The commission moved and approved forwarding the request and the candidate list to the City Commission; staff will prepare the package for the July City Commission agenda.
