Staff updated the board on the countywide bikeway plan and the Lawrence bike plan, saying a countywide survey is open through June 29 and the Lawrence plan’s public comment window runs through July 1. The draft Lawrence bike plan is posted online and will go back to the steering committee after comments are compiled, then to advisory boards and commissions and the MPO for adoption. "Lawrence bike plan went out for its 15 day public comment period, starting yesterday. So that'll run through July 1," a presenter said.
Board members questioned the availability of multimodal and bike counts. Jessica said the city has multimodal counters and video detection options but no robust, automated program equivalent to automatic car-count systems; staff can deploy counters but capacity and seasonality limit counts. She also presented data showing reductions in 85th-percentile vehicle speeds on a bike boulevard—"In 2022, it was an 18% reduction. In 2024, it was a 19% reduction"—and board members discussed using speed reduction as an efficacy metric when bike-volume counts are limited.
