Planning staff described a request to rezone roughly 13 acres on Waters Road from R80 to R40 for an eight-lot rural subdivision. The applicant (Redbarn/representative) said lots would each be roughly 1.5 acres and homes would be 1.5 to 2 stories with three-car garages.
Neighbors stressed tree preservation, the rural character of Waters Road and potential stormwater/runoff impacts to wells and livestock. One resident asked whether a tree study had been completed; staff noted that rural subdivisions are not required to submit a tree-preservation survey and that an arborist review is part of staff comments on the file. Commenters also cited concern about increased impervious area at the bottom of a hill and effects on local wells.
Commissioners discussed alternatives including recommending R60 instead of R40 so the project could advance without concurrent variances or a full re-advertisement; the applicant acknowledged contractual time constraints. To avoid delaying the project while preserving protections, the commission voted to recommend R60 (no concurrent variance) and advised the applicant that any necessary variances could be pursued separately with the ZBA.
The motion to recommend R60 passed by voice vote; the county commission will consider the recommendation at a later meeting.
