Judicial Council staff warn potential court service cuts amid proposed 7.95% budget reduction

Administrative Director Shelley Curran told the Judicial Council the branch is engaging the Department of Finance to manage a proposed 7.95% reduction and is collecting data from trial courts about likely mitigation measures. "We've heard to date from 24 different courts with some preliminary information," she said, adding courts have reported measures including hiring freezes, mandatory or voluntary furloughs, early clerk‑office closures and voluntary separation incentives.
Curran also highlighted the branch’s time‑study—referred to as the RAS study—conducted with almost 7,000 court staff across 19 trial courts and used as the basis for allocating about $2.6 billion in resources to trial courts. She said the data are preliminary and requested courts respond with detailed impacts by Oct. 2 so staff can summarize and make results available to the public.
Curran updated the council on language‑access work: bilingual interpreter testing across six languages will run through Oct. 12 and a translator app pilot is operating in 29 courts with more than 75,000 translated messages to date. She also noted CARE Act implementation planning for a Dec. 1 target.
