Isleton adopts interim resolution to comply with state RHNA guidance

City staff and a housing policy specialist from the California Department of Housing and Community Development (HCD) presented a proposed interim resolution to address state concerns about the city's rezone program and RHNA compliance. Tyler Galley of HCD explained the stopgap measure and said it follows standard language used when quick alignment is needed.
Councilmembers asked clarifying questions about the 20% affordable-unit 'by-right' language in mixed-use areas and the schedule for follow-up zoning amendments. Tyler Galley said the resolution is intended as a temporary measure while the city sets a 12-month plan for zoning-code amendments. "The resolution really is just kind of an immediate stopgap measure," Galley said. The council moved to adopt the resolution to come into compliance with Government Code requirements and directed staff to return with amendments within the agreed timeframe.
