Council adopts development agreement for Jackson Boulevard project after second reading

The council conducted the second reading and adopted Ordinance 2024-8 approving Development Agreement DA 2024-01 for Young Clan Feng at 42 Jackson Boulevard. Staff said the project had received earlier conditional-use approval and the second reading finalized ordinance approval.
Council and the applicant discussed whether the city needed new ordinance language to allow the city to place liens or otherwise pursue nonpayment by commercial cannabis operators. One landowner urged the city to enforce existing developer agreements and to use the Department of Cannabis Control for enforcement. Staff said the city would create a schedule for periodic CUP and developer-agreement reviews and suggested finance and code-enforcement would follow up. "If someone is in noncompliance, you call the Department of Cannabis Control," a speaker said. The motion to waive further reading and adopt the ordinance carried with recorded ayes; council also entered direction to schedule annual or five-year reviews for CUP/DA compliance.
