City staff (speaker 11, Munger) said, “So off the cuff at the last meeting, I'd say, well, I believe the most pertinent example would be the Galleria,” and counsel added context on financing vehicles and improvement districts. Council members discussed topography, infrastructure costs and a vision for more entertainment and health-care uses in later phases, and the resolution passed after council comment and a voice vote.
