Council then discussed banking authority and internal control. Staff recommended that the mayor, the vice mayor and the interim city manager be authorized signatories for banking transactions and that the council enter a minute order reflecting the arrangement so staff can proceed to the bank. Council also discussed lowering single‑transaction spending thresholds, maintaining two‑signer internal controls where practicable, and assigning the ad hoc finance committee oversight for near‑term expenditures until permanent policies are updated.
