The City of Leola City Council adopted a public computer policy for the Leola Public Library on Dec. 30, 2024 intended to restrict access to obscene materials on public access computers and to comply with South Dakota Codified Law 22‑24‑56 and the Children’s Internet Protection Act (CIPA). The motion to adopt was made by Alan Wimer with a second from Jackie Rau and carried unanimously.
The policy states the library supports free access to constitutionally protected materials while affirming parents’ responsibility to supervise children’s access. It specifies that the library will use technology protection measures to block access to images deemed (a) obscene; (b) child pornography; or (c) harmful to minors, and references SDCL 22‑24‑27(11) regarding materials that may be excluded from the collection.
