Oak Hill — Staff and the accounting consultant said the city may expand the scope of services in its contract with James Moore to provide more on-site accounting and intermediary support between staff and the consultant. Commissioners asked whether the system proposed is proprietary and who would own the software.
Vince Denaglia (S6) said the consultant team proposed options and that “neither product is owned by Jim Moore,” noting the city would receive a vendor solution and could negotiate discounted pricing. Staff said an amended contract may be brought to an August meeting and that the consultant could attend follow-up workshops either remotely or on-site (with travel billed if the work is out of scope). The commission asked staff to issue an RFP and seek multiple bids if the scope is expanded beyond the existing contract.
