City applies for state funding to study stormwater upgrades under Act 64

He explained that Act 64 (the Vermont Clean Water Act) requires developments with three or more acres of impervious surface to obtain a stormwater permit, and that the city has applied to the Agency of Natural Resources for funding from the ARPA 3 Acre Permit Obtainment Assistance program for design and permitting services.
Redmond told the council that the state funding would help determine required upgrades and the likely construction costs; if improvements such as detention‑pond upgrades are required, the city would have up to five years to implement them. The minutes record the application and the Act 64 threshold; the council did not take a separate vote on the permit funding application in the minutes.
