The Vergennes City Council discussed creating an ad hoc, city‑appointed committee charged with drafting an agreement between the City and the State of Vermont regarding the proposed location of the Green Mountain Youth Center campus in Vergennes.
City Manager Ron Redmond described the committee's purpose as gathering stakeholders, compiling a list of what the city wants from the State, and providing a transparent process for voters. The mayor said he preferred putting the matter to voters in November but indicated a March vote would also be acceptable if more time was needed. Council emphasized that any city vote would reflect city priorities but would not bind the State on decisions related to the DCF facility.
Members of the public spoke during the discussion. Peter Garon said, “we need to be very clear on the voting and what that means,” seeking clarity about the legal effect of a voter question. Allison Rimmer and Judi Daniels asked for confirmation that the committee will produce a list of items the city seeks from the State; council representatives confirmed that producing that list is the committee’s objective.
The council did not finalize committee membership at the July 9 meeting; timeline options for a public vote include November or March, and the council said it will not rush the process.
