"Move to approve bill 40 46," Council Member Serco said before the vote, which was seconded by Council Member Holman. After the roll call, the mayor announced the motion carried unanimously, recorded as 7–0. The ordinance was given its second reading by title only prior to the vote.
The agreement was presented as unfinished business following the consent agenda. No amendments or extended debate were recorded during the second reading. The council did not request additional changes at the July 27 legislative meeting; the approval concludes the formal local action required by the council for this intergovernmental arrangement.
