At the March 27 meeting the Vergennes City Council made two motions finding that premature public knowledge of contract negotiation details would place the city at a substantial disadvantage and then voted to enter executive session under the relevant provisions of 1 V.S.A. § 313. The council entered executive session at 7:10 p.m. to discuss contract negotiations and later met in executive session on personnel matters involving appointment or evaluation of a public officer; they emerged from the first session at 7:52 p.m. with no action taken and concluded the second executive session at 8:15 p.m.
After returning to open session, Alderman Dickie Austin moved to authorize City Manager Ron Redmond to proceed with an offer of employment for the position of City Clerk. The motion passed unanimously (7–0). The minutes record that the council will make a final hiring decision in open meeting and explain the reasons for the final decision when required by statute.
