"So today, what we're planning to do is to do a work session to talk about chapters 1 and 2 of the general plan," Ray said, adding staff hoped to proceed at two chapters per meeting and complete the plan review in a few months.
Commissioners pressed staff to clarify choices in tone and priority. Several said the draft uses soft verbs such as "consider" and "encourage" in places they would prefer stronger action language like "implement." Commissioners also asked that demographic tables be localized to Eastern Summit County rather than using countywide aggregates, and that the draft include clearer definitions of terms such as "high intensity" development and "infrastructure." Ray and staff agreed to revise language, prepare more targeted demographic tables and produce map drafts to inform subsequent chapters. The commission did not take formal votes during the session and directed staff to return with revised text and maps before public hearings.
