County staff delivered a detailed review of this year’s Board of Equalization activity, reporting 1,793 total appeals and about $852,000,000 in taxable‑value adjustments resulting from the 2025 BOE season. "Our total appeals were 1,793," the auditor’s office staff said, and noted the season felt heavier because each appeal required more time and preparation.
Staff said process changes — a revamped appeal form, a formal stipulation agreement form, and a requirement that appellants choose either a standard hearing or waive appearance — contributed to an increase in formal hearing activity. "The hearing decision rate increased this year in 2025 to 42.5 percent," staff said, more than double the prior three‑year average, reflecting more hearing officer reviews and written decisions. The office also reported that roughly two‑thirds of value appeals resulted in market‑value adjustments and roughly one‑half of all appeals were resolved by stipulation.
Looking ahead, staff said they are drafting formal BOE administrative rules for council adoption and developing an online appeal submission form for the 2026 season. The report identified 20 late‑filed appeals handled locally this season and warned that the county will continue to accept late filings through the end of March.
