Board members discussed the merits of a phased approach—implement a smaller pilot, demonstrate success, then seek larger funding—rather than pursuing the previously conceived $60,000 project immediately. Staff warned that RAP tax funding alone is unlikely to fully fund a large rail-trail program and encouraged exploration of other funding sources and a long-term strategy with county leadership.
