Staff said conditions have changed since the Rail Trail Implementation Plan was created and urged a cautious approach to large, expensive installations until ownership and funding are clarified. "It sounds like State Parks is going to maintain ownership, at least in the near future, which was not the case when that Rail Trail Implementation Plan was formed," staff said, adding that a successful pilot would provide proof of concept for seeking future county funding.
Board members discussed the merits of a phased approach—implement a smaller pilot, demonstrate success, then seek larger funding—rather than pursuing the previously conceived $60,000 project immediately. Staff warned that RAP tax funding alone is unlikely to fully fund a large rail-trail program and encouraged exploration of other funding sources and a long-term strategy with county leadership.
