Council approves consolidated CDBG plan and $1.09 million in funding after public hearing on seniors and homelessness

The St. Charles County Council voted to authorize submission of the 2026–2030 consolidated plan and accept $1,088,014 in Community Development Block Grant (CDBG) funds under Bill 5509. The ordinance authorizes the county executive to execute related documents and accept the specified CDBG allocation through the St. Louis HOME Consortium.
During the public hearing, Arnie C. DeNof (County Public Advocate) urged staff to pursue consolidation opportunities with federal partners to reduce administrative overhead and direct more funding to services. "Senior citizens and baby boomers in general are going to be our top priority," DeNof said, and he pressed for transportation, wellness checks and stable funding for programs such as Meals on Wheels. Catherine Becker, another commenter, asked council members to consider the effects of private-school growth and funding shifts on vulnerable residents and public services.
The ordinance passed on roll call. Council members noted the importance of directing CDBG funds where they can help the county's most vulnerable populations, including people experiencing homelessness and older residents who need transportation and nutrition assistance. Bill 5509 was described at the meeting as authorizing acceptance of the listed CDBG funds and participation in the Home Consortium for program administration.
