Town accepts $5 million forgivable loan to start South End waterline work to address PFAS

The Bennington Select Board voted to accept a $5,000,000 forgivable loan from the State's revolving fund to begin water line extensions along Monument Avenue and into parts of the South Shire neighborhood to connect properties affected by PFAS contamination to the municipal system. Town Manager Dan Monks said the grant-style forgivable loan will cover an initial phase and staff are seeking additional funding to finish the broader $11–12 million project.
Board members asked whether the loan would obligate ratepayers; Monks and other staff clarified the $5,000,000 is forgivable and will not require repayment by ratepayers, though other future borrowing and funding strategies may involve ratepayer-supported mechanisms. The board passed a resolution accepting the forgivable indebtedness and directed staff to circulate the signed documents to bond counsel.
