Indio staff outlines $27.5M Transformative Climate Communities bid, targets Jewel neighborhood

City staff said the planned Transformative Climate Communities application (due Sept. 30) would compete for part of $27.5 million to support six years of urban greening, home upgrades, solar, workforce development and displacement‑avoidance work in the Jewel neighborhood north of 45.
Staff updated commissioners on the Transformative Climate Communities application the city plans to submit by Sept. 30 for a six‑year program. Staff said $27,500,000 is available in the round and described primary goals including greenhouse gas reductions, public‑health and environmental benefits, and economic opportunity.
The presentation identified the proposed project area (the Jewel neighborhood north of 45, generally east of Jackson and south of I‑10), baseline assets (mature trees, CV Link access, a connected street network) and the suite of eligible activities staff intend to advance: urban greening, reflective road sealant, HVAC and appliance upgrades, solar installations, sidewalk and CV Link improvements, increased street lighting and traffic calming. "We can also put in some before and after temperature documenting to actually establish that we are bringing down the temperature in this neighborhood," staff said.
Staff described partnership and outreach plans, naming potential partners including Riverside County workforce development, EcoVista 360, St. John's Community Health, the school district and UC Riverside. They said outreach actions for the near term include mailed surveys, social media, and a community meeting planned at Amistad High School to collect resident input. Commissioners noted the city must obtain a city council resolution for the application and staff identified the Sept. 16 council meeting as the last meeting before the grant due date for council action.
