The council approved a FY2026 budget amendment to fund purchase and upfitting of patrol and specialty vehicles for the police department and awarded the related contract to Stivers Ford Lincoln Inc. The vehicle purchase covers nine patrol SUVs, one investigator vehicle and two school‑resource vehicles along with installation of emergency equipment, for a total not to exceed $717,049. Councilor Langley summarized the bid process and noted the lowest monetary bidder was a Tennessee firm, then explained Alabama purchasing preference law and the council awarded to an Alabama firm (Stivers) at a total not to exceed $717,049.
The council amended the budget by decreasing police salaries and wages by $418,802 and increasing police capital outlay by the same amount to fund the purchase. The resolution passed unanimously by voice vote. Councilors had no additional discussion during the vote and the procurement will proceed under the awarded contract.
