Town Manager Brandon Gulnick presented a revised FY27 General Fund proposal and described a package of reductions intended to bring the General Fund increase in line with the committee's target of about 2.8 percent. Gulnick outlined department-level changes: Finance travel and conference budgets reduced or eliminated; Town Clerk line items for land records supplies, training and mileage reduced and vault fees reserved; Land Use secretary position removed; Fire and Emergency Services vehicle repair funding cut; Library postage, trustee expenses and custodial services reduced; and Highway non-vehicle repairs and some materials spending pared back. Committee members questioned disparities introduced by health insurance and pressed staff to justify equipment and infrastructure requests. The discussion also included possible revenue adjustments, such as raising permitting fees, though no formal revenue changes were adopted at the meeting.
