Staff said the project is 100% local for initial design ($115,000) but construction includes a federal share of $470,250 and a local match of $156,700 (approximately a 75/25 split).
The second approved LPA, Haines Road resurfacing (PID 126380), is scoped as a mill‑and‑fill from Dayton‑Xenia to Kemp Road, including bringing 80 curb ramps up to ADA standards. Staff estimated total cost near $1.3 million with a roughly 60/40 federal/local split (federal ~$790,560; local match ~$527,000). Council asked whether older contract documents (an LPA dated Jan.13) required updating; legal counsel said he would review the document but expected no substantive changes to required federal terms. Both resolutions passed by voice vote.
