Council adopted Ordinance 6-2026, which the city described as an implementing ordinance for a moderate-income revolving loan program and a mechanism to enter agreements with Oregon Housing and Community Services (OHCS). Staff said the change corrects a missing definition that OHCS requested before the city can move to the next step.
"When we went to go send this to OHCS...they asked for a definition line, and we could not find it," a city staff member said. Councilors characterized the insertion as a housekeeping fix to enable the program to proceed, moved to adopt the reading by title only, and approved the ordinance by voice vote.
