Boardman told PATH homelessness IGA would cost city about 3% of regional program

Maricela Morales, identified as community development manager with the City of Umatilla, presented an overview of the PATH intergovernmental agreement the council will ratify in May and described the budgetary shares for partner cities. "If you go to page 20 of your packet ... for fiscal year 25-26, the total budget was estimated to be $750,000," Morales said, and noted Boardman's participation would be a roughly 3% share.
Morales said the contract is retroactive and that the packet includes a termination-fee schedule should a partner opt out; she noted the city had sent invoices for 2025 and 2026 because of the retroactive contract. Council members framed the program as a regional way to offer housing and related services the city could not provide alone, and staff said state or CAPCO funding could reduce Boardman's share in future years. The council did not take a final action on the IGA at this meeting but expects a ratification item at the May meeting.
