The commission recommended approval of a comprehensive-plan amendment to change 11.40 acres from a mix of levels 3 and 4 to full level 4 so the city can complete a water tower and prepare the remainder for future commercial development.
A city representative said the city owns the property and the water tower "is already under construction." Neighbors asked how runoff and erosion during construction will be addressed; staff said engineering controls such as silt fences are required and that they have been addressing issues raised by heavy rains. Larry Carmack submitted and read a written comment that asked the commission either to delay the change until an impact analysis is available or to approve it with conditions such as additional buffers and traffic improvements.
Staff noted that comprehensive-plan changes are a preliminary step; rezoning and plotting will follow and those steps will require notice and site-specific review. Commissioners voted to recommend the amendment to city council; the item will appear on the July 14 council agenda.
