Planning staff recommended approval of BAZ2238-2025, a rezoning request to change 6.45 acres from A-1 agriculture to CG (commercial general) at the northwest corner of New Orleans Street and Lynn Lane. The application includes space expected to be used for a Harvest Church and additional commercial development.
Several adjacent residents said the rezoning feels "vague" without a finalized site plan and raised traffic-safety concerns for Lynn Lane, which they described as a narrow, single-lane road. One resident who lives directly next to the parcel asked for clarity and said, "There's no guarantee of a church being built...there's no telling if they'll backtrack and sell the land to, like, a gas station." Nate Lavelle, who owns property north of the site, asked which parts of the process would allow neighborhood input and where buffers would be required.
Applicant representatives and an engineer said the property is conceptual at this stage but that a specific-use permit and site plan would be required before a place of assembly (church) could be built. Route 66 Engineering's representative (Bridal Diedrich) said the site plan aims to preserve the northeast drainage channel and that the church and parking are planned toward the lower, western portion of the parcel, with detention ponds and landscaping providing setbacks and buffers. Staff noted that road-widening plans for Lynn Lane are under design and expected to begin construction this summer, and that new zoning code requirements will apply at the plotting stage.
Commissioners stressed that rezoning to CG allows a range of permitted commercial uses and that a future specific-use permit and site plan, which will require notice and another public hearing, are the moments when details such as building placement, screening and traffic mitigation will be reviewed. The commission voted to recommend approval to city council; the final decisions on specific uses will follow later permitting steps.
