The council approved PUD2040‑2025 (Plaza at Forest Ridge), a 17‑acre mixed‑use project that envisions a commercial gateway along Kenosha, a walkable mixed‑use core and a residential buffer along the southern edge. The developer's team described a design that places pedestrian‑oriented buildings up to sidewalks with parking behind, duplex/townhome residential along a garden area, and a central "Center Green" intended for community events and gatherings.
Davis Robson (speaker 12), presenting for the developer, said the PUD intentionally reduces parking requirements on mixed‑use pads by allowing shared peak‑hour parking between complementary businesses and that the plan currently provides roughly 83–85% of standard zoning parking counts on site supplemented by off‑site arrangements with the adjacent golf club for event parking. "We've already exceeded that parking minimum in primary areas, and in total right now we're sitting at about 85% parking on‑site," Robson said, adding that the developer will continue site‑plan review with staff to ensure adequate capacity.
The planning commission recommended approval subject to staff conditions; council discussed short‑term rental licensing language (the PUD seeks to allow controlled short‑term rental uses inside the development without extending those rights to adjoining neighborhoods), tree preservation and traffic mitigation (including a traffic signal requirement). Council voted to approve the PUD per staff recommendations and directed subsequent engineering and site‑plan review to resolve outstanding details before permitting.
