3rd Street, alley and Front Street reconstruction set as first moves for Columbia View

Junior (speaker 1) walked through the infrastructure plan for Columbia View, saying "3rd Street will be the initial, construction site." He described sequencing intended to preserve access to active amenities (splash pad, soccer field, skate park) while Front Street is reconstructed.
Junior and Gary explained the alley will be developed concurrently with 3rd Street, and that other street connections (extensions of Boardman Avenue and 4th Street) are intended to provide alternative access once those segments open. Junior said road reconstruction and the motel build are expected to finish by December, subject to the contracts already awarded for street improvements.
Committee members asked for topographic and utility information to assess how steep slopes and grade changes—Junior referenced a 14–16 foot elevation difference on the east parcel—will affect street alignments and alley placement. Gary asked staff to locate available topographic surveys (the Port and an export engineer were identified as possible sources) to inform sidewalk, alley and road geometry before final design.
