City hears 20‑year water system master plan; consultants flag aging AC pipe and two low fire‑flow areas

Anderson Perry consultant Mike Lees presented the city’s updated water system master plan, which analyzes the system over a 20‑year planning horizon. Lees said the plan reviewed three collector wells, a booster pump station and roughly 1.3 million gallons of storage, and recommended design criteria based on a 2.25% population growth assumption (he noted Portland State University’s projection of 1.3% but said local trends supported 2.25%).
Lees identified two pockets with inadequate fire flows — near Park Street and by the RV park — and recommended distribution improvements, looping of lines, upsizing a 4‑inch line on Park Street to 8‑inch, and upgrades to Collector Well 1 (in service since 1974; pumps replaced in 2002). He also pointed out a substantial amount of asbestos concrete (AC) pipe in the system and recommended systematic replacement, often coordinated with road reconstruction and the capital improvement plan. "One thing to note is there is a lot of asbestos concrete pipe in the distribution system, and it is a goal of the cities to systematically replace those AC pipes," Lees said.
