Boardman housing committee launches Columbia View planning, favors phased approach

The committee was instructed to focus first on a compact portion of the site and, if the process works, expand planning to Main Street and other parts of Boardman.
Planner Gary (speaker 3) described Columbia View as a roughly 17-acre infill site surrounded by the Sage Center, Front Street, an urban-renewal parcel and residential blocks, and emphasized that designs must respond to those adjacencies. "You should hear all that with some excitement in my voice," Gary said when describing the opportunity the parcel presents to connect surrounding uses.
Staff (Junior, speaker 1) reviewed near-term infrastructure: 3rd Street will be the initial construction site, the alley is expected to go in with that work, and Front Street is slated for full reconstruction with the road work and motel construction targeted to finish by December. Committee members pressed Junior and Gary on how new streets and alleys would preserve access to the splash pad, soccer field and skate park during construction.
The committee’s next meeting was set for May 19 at 9 a.m. with an extra hour to focus on developer basics and project updates. Moderator said staff will circulate a proposed narrative about why a cottage-cluster pilot could be right for Columbia View so members can comment ahead of the next meeting.
