The Weathersfield Development Review Board reviewed sketch-plan application 26.0319 for a two‑lot subdivision on Upper Falls Road at its April 14 meeting. Ryan Gumbart, the town’s land use administrator, described the parcel as 59.45 acres; surveyor Dave Coleman confirmed Lot 1 contains the existing house and Lot 2 is currently undeveloped.
Board Chair Todd Hindinger said the property contains “some steep slopes, a flood hazard area, and a seasonal brook,” and Coleman noted the lower area lies in floodplain. Hindinger also reported an existing wastewater permit for Dorothy Whittemore from 2009–2010 that reflects a four‑lot configuration and advised that “the final plat will need an amended waste water permit for the existing house and the new property lines.”
Andrea Murray questioned trust ownership; Camilla Whittemore clarified the ownership and trust status, saying, “There are 6 trustees for this trust and she is one. The house is owned by her brother, Jonathan Whittemore.” Camilla also said she will consult her lawyer about whether to establish a development envelope on the new parcel.
Gumbart noted there are no wetlands shown on the town atlas but identified a potential vernal pool at the north end and recorded a deer wintering area on the opposite side of the road. The board instructed that two survey pins must be set; the board will review the submitted materials and Gumbart will follow up with the Whittemore family about the information required for the final plat.
